It is Puerto Rico, 1938. The ruler is Blanton Winship at the time that Miguel Torres and Pedro Gonzalez, a communist and a fascist, came to Puerto Rico from Madrid in the aftermath of the Spanish Civil War. The two brothers-in-law bring a spying mission and a string of detonating events that link them to Franklin D. Roosevelt, Hitler, Franco, Albizu Campos, Munoz Marin, and William Leahy. It seems that one or both of the main characters have a relationship with the governor, then known as the Unfortunate Shadow. The secrets that are locked in this mystery lie partly in the airplane that took General Franco from Gran Canaria to Morocco to begin the civil war: the Dragon Rapide.
